May 5, 2016 · The Baofeng/Pofung UV-82 can be a low cost Police scanner for 136-174MHz and 400-520MHz. It will only scan conventional frequencies, no trunking. But what do you expect from a $40 radio? Some people have had trouble trying to program it with a cable and computer, but it can be done manually, rather easily, if you follow the steps, below.

The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars.

Dec 3, 2020 · The Baofeng UV-82C is the "commercial" version of the UV-82, and does have Part 90 certification. If you use Chirp or similar software, and unlock the VFO so it can be programmed from the keypad, it's no longer Part 90. That being said, everyone else's replies are valid.
