Gilbert Fossoun Houngbo (born 4 February 1961 [1]) is a Togolese politician and diplomat who was Prime Minister of Togo from September 2008 to July 2012. [2]

Gilbert F. Houngbo was born in Togo in 1961 and has spent much of his life working to improve the prospects of the world's most vulnerable people, using his extensive experience in policy issues, economic development, diplomacy and financial accountability.

Gilbert F. Houngbo was elected as the ILO’s 11th Director-General by the organization’s Governing Body in March 2022, for a five-year term. He took office in October 2022.

A seasoned executive with a track record of more than 35 years in the field of international development. High-level leadership experience in government, the United Nations, International Labour Organization, International Financial Institutions and the private sector.

Mr Houngbo has held the position of Assistant Secretary General, Assistant Administrator & Director UNDP Africa (United Nations Development Programme – Africa). He led UNDP’s social and economic development activities in 45 Sub-Sahara Africa countries.

In March 2022 Gilbert F. Houngbo was elected by the Governing Body of the International Labour Organization (ILO) as its 11th Director-General, becoming the first African to hold the position. He took up the role on 1 October 2022.
