Gabriel Stone, 14, from Warner Robins, Georgia, died on July 22 after the concrete wall at Robins Air Force Base's Heritage Club pool bathhouse collapsed on him and his three friends.
The permanent memorial will be built where the former nightclub currently stands and is set to be finished by late 2027.
