River walk is open 24/7 to the public with lot’s of security. It is a path across the river. Lot’s of people with their dogs ! It is like an open park .

As with any area in United States, your son should be cautious, especially leaving items visible in his vehicle. Thieves are everywhere. I have been living close to the river, near Belle Isle, and have not had any trouble. Your son might want to check out West Village. It is up and coming.
It's as safe as any city. You need to always be aware of your surroundings, travel in groups if possible and always in well lit areas. We never felt there was a reason to think it was unsafe.
