if you rent bikes (very fun for the 10+ kids) there is a path that leads around the tidal basin. There are a few spots we stopped at on that bike path and were able to get beautiful shots of the Jefferson monument with the water in front. I would recommend that location if the weather is decent. The MLK Memorial gives a beautiful clear shot. The bike path gives you more foliage around the memorial. Good luck!
