Hello, Yes - there are a couple of picnic tables outside of the National Eagle Center along the river front walking/biking path. They are public picnic tables.

Her spring break is late March and with the winter we are having I am afraid that many of the wintering eagles may have already headed out by then? I took a look at the Nat'l Eagle Center website under "wild eagle viewing". There is a Viewing Trip scheduled for April 2nd, so my guess is that there will still be plenty of eagles in the vicinity. If you visit, try to visit Winona, MN, 30 minutes south on highway 61 and stay at the Alexander Mansion B + B. It is VERY nice and usually less expensive than hotels in town. There is a lot to do and see in Winona also.
